The legal definition

In French planning law, hotel and tourist accommodation ("hébergement hôtelier et touristique") belongs to the « commerce and service activities » use class, split into two sub-categories:

  • "Hotels": establishments with full hotel services — reception, regular room servicing, professional operation.
  • "Other tourist accommodation": aparthotels and tourist residences, holiday villages and clubs, hostels — hosting travellers without the classic hotel format.

Choosing which sub-category to target is not cosmetic: it determines the local planning rules that apply, how the case officer reads the file, and how solid the authorisation stays over time. It is one of the first calls we make in our feasibility study.

Through a change of use: a prior declaration when no structural works are involved, a building permit otherwise.
